Virtual staging rules in Newfoundland and Labrador
No staging rule here, but Newfoundland has the most photo-applicable general provision in the country, and it's worth knowing why. Most provinces prohibit misleading "statements." Newfoundland prohibits an advertisement that is merely "inaccurate" — a lower bar, and one that applies to the ad as a whole rather than to words in it.
What you're actually bound by
Section 33(3) of the Real Estate Trading Act, 2019. An advertisement must not be false, inaccurate, or reasonably capable of misleading. Nothing requires you to label a staged photo — but "inaccurate" is a shorter distance to travel than "misleading."

An advertisement shall not be (a) false; (b) inaccurate; (c) reasonably capable of misleading the recipient or intended recipient; (d) offensive or harmful to the best interests of the public; or (e) prohibited by law.

Does Newfoundland and Labrador require virtual staging disclosure?
No rule requires it. But NL has the most photo-applicable general provision in Canada: section 33(3) of the Real Estate Trading Act, 2019 prohibits an advertisement that is merely "inaccurate" — not just misleading. That is a lower bar than most provinces, and it applies to the advertisement as a whole rather than to statements within it.
Is there a code of conduct for NL real estate licensees?
Not one that is publicly available. The Act empowers the Superintendent to establish a code of conduct, and the government site links to one — but the link returns a 404 and the filename identifies it as a December 2021 draft. There is no retrievable NL real estate code of conduct at present.
